1. 招標(biāo)條件Bidding readiness

本招標(biāo)項目2024年寄遞事業(yè)部郵政航空公司1架B737-800貨機采購項目經(jīng)中國郵政集團有限公司批準(zhǔn), 招標(biāo)人為中國郵政集團有限公司, 招標(biāo)項目資金來源為企業(yè)自籌, 出資比例為100%。該項目已具備招標(biāo)條件, 現(xiàn)進行公開招標(biāo)。本項目采用電子化招投標(biāo), 對采購平臺上傳的電子版投標(biāo)文件進行審查。

B737-800 Cargo Aircraft Purchase Project of the Postal Airlines Company of the Postal Delivery Division in 2024 has been approved by China Post Group Corporation. The tenderee is China Post Group Corporation. The source of funds for the bidding project is self-raised by the enterprise, and the proportion of investment is 100%. The Project has met the bidding conditions and is now open for bidding. The Project adopts electronic tendering and bidding to review the electronic bid documents uploaded by the purchase platform.

2.2項目概況: 本次采購1架二手B737-800貨機, 機齡不超過20年，且新飛機在2011年前出廠的（包含2011）。CSN不高于40000循環(huán)，TSN不高于80000小時, 歷史運營人不超過3家。具體詳見第五章技術(shù)規(guī)范要求。

2.2 Project overview: The used B737-800 passenger Cargo aircraft is purchased this time, the age of which is not more than 20 years, and the new aircraft is delivered before 2011 (including 2011). CSN is not higher than 40,000 cycles, TSN is not higher than 80,000 hours, and there are not more than three historical operators. See Section 5 Technical Specifications for details.

3. 投標(biāo)人資格要求Qualification requirements for the bidder

3.1投標(biāo)人必須為來自中華人民共和國或與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)的法人或其他組織(中華人民共和國關(guān)境內(nèi)的投標(biāo)人須具有有效的營業(yè)執(zhí)照, 關(guān)境外的投標(biāo)人須具有有效的企業(yè)注冊所在地的公司注冊證明文件)。

3.1 The bidder must be a legal person or other organization from the People's Republic of China or a country or region that has normal trade relations with the People's Republic of China (the bidder within the territory of the People's Republic of China must have a valid business license, and the bidder from outside the territory of the People's Republic of China must have a valid company registration certificate in the place where the enterprise is registered.)

3.2投標(biāo)人須為飛機產(chǎn)權(quán)所有人或其指定的針對本項目的唯一代理商。投標(biāo)人須提供本次擬出售飛機的有效產(chǎn)權(quán)證明文件（可以追溯到飛機制造商），如為代理商投標(biāo)，投標(biāo)人須同時提交飛機產(chǎn)權(quán)所有人出具的針對本項目的唯一授權(quán)書。飛機產(chǎn)權(quán)所有人不得與其授權(quán)代理商同時參與本項目的投標(biāo)。

3.2 The bidder must be the aircraft property right owner or its designated sole agent for the Project. The bidder must provide the valid property right certificate of the aircraft to be sold (traceable to the aircraft manufacturer). If the bidder acts as an agent, the bidder must also submit the sole authorization letter issued by the aircraft property right owner for the Project. The aircraft property right owner shall not participate in the bid of the Project at the same time as his authorized agent.

3.3投標(biāo)人必須遵守國家相關(guān)法律、行政法規(guī)的規(guī)定, 具有良好的信譽和誠實的商業(yè)道德。在“信用中國”(www.creditchina.gov.cn)列入失信被執(zhí)行人名單的供應(yīng)商（僅適用于中華人民共和國關(guān)境內(nèi)的投標(biāo)人）; 被中國郵政集團有限公司列入黑名單且在有效期內(nèi)的供應(yīng)商, 均無資格參加本項目的采購活動。

3.3 The bidder must abide by relevant national laws and administrative regulations, and have good reputation and honest business ethics. The suppliers (only applicable to bidders within the territory of the People's Republic of China) listed in the list of discredited persons to be executed on the "Credit China" (www.creditchina.gov.cn) and the suppliers blacklisted by China Post Group Corporation and within the validity period are not eligible to participate in the procurement activities of the Project.

3.4 企業(yè)法定代表人為同一人或者存在控股、管理關(guān)系的不同投標(biāo)人, 不得同時參加本項目同一包的投標(biāo)。

3.4 If the legal representative of the company is the same person or different bidders with holding or management relationship, they shall not participate in the bid of the same package of the project at the same time.

3.5與郵政無投資關(guān)系且存在以下情況的, 不得參加采購活動: 郵政領(lǐng)導(dǎo)人員及其親屬和其他特定關(guān)系人、郵政員工持股(限非上市公司), 以個人身份(組織委派的除外)擔(dān)任法人、董事長、總經(jīng)理、監(jiān)事的企業(yè), 以及郵政所屬工會或員工集體出資成立的企業(yè)。

3.5 If the bidder has no investment relationship with China Post and the following circumstances exist, we shall not participate in the purchase activities: leaders and their relatives and other special related persons, postal employees holding shares (limited to non-listed companies), and enterprises acting as legal persons, chairmen, general managers and supervisors in their personal capacity (except those appointed by the organization) as well as postal trade unions or employees collectively funded enterprises.

3.6折算后的報價不得高于采購限價為人民幣16685.90萬元人民幣，如投標(biāo)人采用美元報價, 將按開標(biāo)當(dāng)日中國銀行總行首次發(fā)布的美元對人民幣的現(xiàn)匯賣出價折算成人民幣報價后參與價格評審。

3.6The converted bid price must not exceed the procurement limit of RMB 166,859,000. If the bidder submits a quotation in US dollars, it will be converted into RMB using the first published spot selling rate of the US dollar to RMB by the Bank of China on the bid opening day for the purpose of participating in the price evaluation.

3.7投標(biāo)人須通過寄遞事業(yè)部飛機預(yù)檢。投標(biāo)人必須將飛機歷史文件發(fā)送給業(yè)務(wù)部門進行預(yù)檢查并積極配合飛機預(yù)檢工作，包括不限于提供飛機歷史文件記錄，飛機物理檢查，辦理進場證件等工作。

3.7 The bidder shall pass the aircraft pre-inspection of the delivery department. The bidder must send the aircraft history documents to the business department for pre-inspection and actively cooperate with the aircraft pre-inspection work, including but not limited to providing aircraft history documents, aircraft physical inspection, approach documents and other work.

3.8本項目不接受聯(lián)合體投標(biāo), 不得轉(zhuǎn)包、分包。

3.8 Consortium bid is not accepted for the Project, and the subcontracting is not allowed.

3.9須滿足技術(shù)規(guī)范書否決項條款要求。

4. 招標(biāo)文件的獲取Acquisition of bidding document

4.1 招標(biāo)文件獲取時間: 自2024年8月16日至2024年8月23日, 每日09:00至11:30, 13:00至17:00(北京時間24小時制, 下同)。

5. 投標(biāo)文件的遞交Submission of bid documents

5.1 遞交平臺、遞交時間、簽到。投標(biāo)文件遞交的截止時間為2024年9月12日09:00（北京時間）, 投標(biāo)人應(yīng)在截止時間前通過“中國郵政電子采購與供應(yīng)平臺”(網(wǎng)址: https://cg.11185.cn)遞交加密的電子版投標(biāo)文件, 并在2024年9月12日08:30-09:00線上完成投標(biāo)文件“簽到”流程。

5.1 Submission platform, submission time and sign-in: The deadline for submission of bid documents is 09:00 on September 12, 2024 (Beijing Time). The bidder shall submit encrypted electronic bid documents through the "China Post E-Purchase and Supply Platform" (website: https://cg.11185.cn) before the deadline. 電子版投標(biāo)文件解密地點: 投標(biāo)人授權(quán)代表須使用制作電子版投標(biāo)文件的電腦, 保證網(wǎng)絡(luò)暢通、運行環(huán)境良好、介質(zhì)完好等, 通過“中國郵政電子采購與供應(yīng)平臺”(網(wǎng)址: https://cg.11185.cn)線上解密電子版投標(biāo)文件。不符合規(guī)定的電子版投標(biāo)文件將被拒絕。

Decryption place of electronic bid documents: The authorized representative of the bidder shall use the computer used to prepare the electronic bid documents to ensure smooth network, good operating environment and intact media, and decrypt the electronic bid documents online through the "China Post E-Purchase and Supply Platform" (website: https://cg.11185.cn). The electronic bid documents that fail to meet the requirements will be rejected.

5.4 電子版投標(biāo)文件與紙質(zhì)版投標(biāo)文件內(nèi)容須相同。投標(biāo)人須嚴(yán)格按照招標(biāo)文件要求對投標(biāo)文件進行蓋章、簽字, 并將簽字、蓋章完成后的紙質(zhì)版文件掃描成電子版后進行電子簽章上傳電子采購平臺(電子簽章后, 文檔不應(yīng)再修改, 否則簽章無效; 如需修改, 請修改后重新簽章)。

5.4 The contents of the electronic bid documents shall be the same as those of the paper version. The bidder must stamp and sign the bid documents in strict accordance with the requirements of the bidding documents, scan the paper version of the signed and stamped documents into an electronic version, and then upload the electronic signature and seal to the electronic purchase platform (after the electronic signature and seal, the document should not be modified, otherwise the signature and seal is invalid; if it needs to be modified, please sign and seal again after modification).

開標(biāo)時間：2024年9月12日上午09:00（北京時間）。投標(biāo)人需在開標(biāo)時間后盡快完成線上投標(biāo)文件的解密，并自行查看開標(biāo)結(jié)果。投標(biāo)人須自行考慮互聯(lián)網(wǎng)網(wǎng)絡(luò)及運行環(huán)境不暢、介質(zhì)損壞等因素造成的風(fēng)險。遞交投標(biāo)文件的設(shè)備需為投標(biāo)人自主可控的電腦終端設(shè)備，不得與其他投標(biāo)人使用同一臺電腦遞交投標(biāo)文件。
