1. 招標條件Bidding readiness

本招標項目2025年寄遞事業部郵政航空公司1架B737-800客機采購項目【重新招標】經中國郵政集團有限公司批準, 招標人為中國郵政集團有限公司, 招標項目資金來源為企業自籌, 出資比例為100%。該項目已具備招標條件, 現進行公開招標。本項目采用電子化招投標, 對采購平臺上傳的電子版投標文件進行審查。

Procurement Project of One B737-800 Aircraft for the Postal Airlines Company of the Postal Delivery Division in 2025【Re bidding】 has been approved by China Post Group Corporation. The tenderee is China Post Group Corporation. The source of funds for the bidding project is self-raised by the enterprise, and the proportion of investment is 100%. The Project has met the bidding conditions and is now open for bidding. The Project adopts electronic tendering and bidding to review the electronic bid documents uploaded by the purchase platform.

3. 投標人資格要求Qualification requirements for the bidder

3.1投標人必須為來自中華人民共和國或與中華人民共和國有正常貿易往來的國家或地區的法人或其他組織(中華人民共和國關境內的投標人須具有有效的營業執照, 關境外的投標人須具有有效的企業注冊所在地的公司注冊證明文件)。

3.1 The bidder must be a legal person or other organization from the People's Republic of China or a country or region that has normal trade relations with the People's Republic of China (the bidder within the territory of the People's Republic of China must have a valid business license, and the bidder from outside the territory of the People's Republic of China must have a valid company registration certificate in the place where the enterprise is registered.)

3.2投標人須為飛機產權所有人或其指定的針對本項目的唯一代理商。投標人須提供本次擬出售飛機的有效產權證明文件（可以追溯到飛機制造商），如為代理商投標，投標人須同時提交飛機產權所有人出具的針對本項目的唯一授權書。飛機產權所有人不得與其授權代理商同時參與本項目的投標。

3.2 The bidder must be the aircraft property right owner or its designated sole agent for the Project. The bidder must provide the valid property right certificate of the aircraft to be sold (traceable to the aircraft manufacturer). If the bidder acts as an agent, the bidder must also submit the sole authorization letter issued by the aircraft property right owner for the Project. The aircraft property right owner shall not participate in the bid of the Project at the same time as his authorized agent.

3.3投標人必須遵守國家相關法律、行政法規的規定, 具有良好的信譽和誠實的商業道德。在“信用中國”(www.creditchina.gov.cn)列入失信被執行人名單的供應商（僅適用于中華人民共和國關境內的投標人）; 被中國郵政集團有限公司列入黑名單且在有效期內的供應商, 均無資格參加本項目的采購活動。

3.4 The bidder must abide by relevant national laws and administrative regulations, and have good reputation and honest business ethics. The suppliers (only applicable to bidders within the territory of the People's Republic of China) listed in the list of discredited persons to be executed on the "Credit China" (www.creditchina.gov.cn) and the suppliers blacklisted by China Post Group Corporation and within the validity period are not eligible to participate in the procurement activities of the Project.

3.4 企業法定代表人為同一人或者存在控股、管理關系的不同投標人, 不得同時參加本項目同一包的投標。

3.5 If the legal representative of the company is the same person or different bidders with holding or management relationship, they shall not participate in the bid of the same package of the project at the same time.

3.5與郵政無投資關系且存在以下情況的, 不得參加采購活動: 郵政領導人員及其親屬和其他特定關系人、郵政員工持股(限非上市公司), 以個人身份(組織委派的除外)擔任法人、董事長、總經理、監事的企業, 以及郵政所屬工會或員工集體出資成立的企業。

3.6 If the bidder has no investment relationship with China Post and the following circumstances exist, we shall not participate in the purchase activities: leaders and their relatives and other special related persons, postal employees holding shares (limited to non-listed companies), and enterprises acting as legal persons, chairmen, general managers and supervisors in their personal capacity (except those appointed by the organization) as well as postal trade unions or employees collectively funded enterprises.

3.6折算后的報價不得高于采購限價為人民幣13305.45萬元人民幣，如投標人采用美元報價, 將按開標當日中國銀行總行首次發布的美元對人民幣的現匯賣出價折算成人民幣報價后參與價格評審。

3.6The converted bid price must not exceed the procurement limit of RMB 133,054,500. If the bidder submits a quotation in US dollars, it will be converted into RMB using the first published spot selling rate of the US dollar to RMB by the Bank of China on the bid opening day for the purpose of participating in the price evaluation.

3.7投標人須通過寄遞事業部飛機預檢，投標人必須將飛機歷史文件發送給業務部門進行預檢查并積極配合飛機預檢工作，包括不限于提供飛機歷史文件記錄，飛機物理檢查，辦理進場證件等工作。詳見附件B737-800飛機預檢方案。

3.7 The Tenderer must pre inspect the aircraft by sending it to the Business Unit. The bidder must send the aircraft historical documents to the business department for pre-inspection and actively cooperate with the pre-inspection work of the aircraft, including but not limited to providing records of aircraft history, conducting physical inspections of the aircraft, and handling entry permits. See Annex B737-800 Aircraft Pre-inspection Plan for details.

3.8本項目不接受聯合體投標, 不得轉包、分包。

3.8 Consortium bid is not accepted for the Project, and the subcontracting is not allowed.

3.9須滿足技術規范書“*”條款要求及附件招標否決項清單中所有條款要求。

3.9 The requirements of clauses indicated with "*" in the technical specification and all clauses in the list of bidding rejection items in the annex shall be met.

4. 招標文件的獲取Acquisition of bidding document

4.1 招標文件獲取時間: 自2025年2月12日至2025年2月18日, 每日09:00至11:30, 13:00至17:00(北京時間24小時制, 下同)。

5. 投標文件的遞交Submission of bid documents

5.1 遞交平臺、遞交時間、簽到。投標文件遞交的截止時間為2025年3月12日09:00（北京時間）, 投標人應在截止時間前通過“中國郵政電子采購與供應平臺”(網址: https://cg.11185.cn)遞交加密的電子版投標文件, 并在2025年3月12日08:30-09:00線上完成投標文件“簽到”流程。

5.1 Submission platform, submission time and sign-in: The deadline for submission of bid documents is 09:00 on March 12, 2025 (Beijing Time). The bidder shall submit encrypted electronic bid documents through the "China Post E-Purchase and Supply Platform" (website: https://cg.11185.cn) before the deadline. The "sign-in" process of bid documents shall be completed online from 08:30 to 09:00 on March 12, 2025.

5.2 遞交地點、解密地點。紙質版投標文件(僅作歸檔使用)遞交地點及方式:

電子版投標文件解密地點: 投標人授權代表須使用制作電子版投標文件的電腦, 保證網絡暢通、運行環境良好、介質完好等, 通過“中國郵政電子采購與供應平臺”(網址: https://cg.11185.cn)線上解密電子版投標文件。不符合規定的電子版投標文件將被拒絕。

Decryption place of electronic bid documents: The authorized representative of the bidder shall use the computer used to prepare the electronic bid documents to ensure smooth network, good operating environment and intact media, and decrypt the electronic bid documents online through the "China Post E-Purchase and Supply Platform" (website: https://cg.11185.cn). The electronic bid documents that fail to meet the requirements will be rejected.

5.4 電子版投標文件與紙質版投標文件內容須相同。投標人須嚴格按照招標文件要求對投標文件進行蓋章、簽字, 并將簽字、蓋章完成后的紙質版文件掃描成電子版后進行電子簽章上傳電子采購平臺(電子簽章后, 文檔不應再修改, 否則簽章無效; 如需修改, 請修改后重新簽章)。

5.4 The contents of the electronic bid documents shall be the same as those of the paper version. The bidder must stamp and sign the bid documents in strict accordance with the requirements of the bidding documents, scan the paper version of the signed and stamped documents into an electronic version, and then upload the electronic signature and seal to the electronic purchase platform (after the electronic signature and seal, the document should not be modified, otherwise the signature and seal is invalid; if it needs to be modified, please sign and seal again after modification).

6. 開標時間及地點Time and place of bid opening

本項目采用在“中國郵政電子采購與供應平臺”（網址：https://cg.11185.cn）線上解密開標，沒有現場開標環節。

This project is based on the "China Post E-Purchase and Supply Platform" (website: https://cg.11185.cn).Online decryption and bid opening without on-site bid opening.

開標時間：2025年3月12日上午09:00（北京時間）。投標人需在開標時間后盡快完成線上投標文件的解密，并自行查看開標結果。投標人須自行考慮互聯網網絡及運行環境不暢、介質損壞等因素造成的風險。遞交投標文件的設備需為投標人自主可控的電腦終端設備，不得與其他投標人使用同一臺電腦遞交投標文件。

Time of bid opening: 09:00 a.m. (Beijing time) on March 12, 2025. The Tenderer shall complete the decryption of online bidding documents as soon as possible after the bid opening time, and check the bid opening results by itself. The Tenderer shall consider the risks caused by factors such as poor Internet network and operating environment, medium damage, etc. The equipment used to submit the bid documents shall be the computer terminal equipment controlled by the bidder and shall not use the same computer as other bidders to submit the bid documents
